AN ACT concerning                                                             

Calvert County - Public Local Laws

FOR the purpose of repealing the Calvert County Code of Public
Local Laws and enacting it anew so as to present an updated,
contemporary statement of the local laws for Calvert County;
revising and clarifying language; eliminating gender
references; renumbering as appropriate; making the Calvert
County Code of Public Local Laws more clear and readable;
changing and clarifying the boundaries of County election
districts; clarifying the powers of the County Commissioners
in general and as to election districts; eliminating any
existing authority of the Commissioners to set precinct
boundaries; changing the duties of the clerk to the
Commissioners and eliminating the bonding requirement of the
clerk; providing for transition between County Treasurers;
providing for the placement of funds collected by the County
Treasurer; increasing the bond of the County Treasurer;
restating the duties of the County Treasurer and relating
generally to the County Treasurer; providing new budget
procedures; establishing requirements for and limitations on
subsequent budget changes; providing for emergency
appropriations; adding provisions on contracting by the
County; providing for competitive bidding procedures and
certain exceptions to them; authorizing multiyear contracts
in certain circumstances; amending certain provisions on the
Board of Electrical Examiners and Supervisors and the
Calvert County Plumbing Board; requiring insurance to be
carried by electricians and increasing the bond requirements
to be posted by plumbers; changing the fines and penalties
applicable to electricians and plumbers; adding certain
provisions on County electrical and plumbing inspectors;
providing that firearms may only be discharged under certain
circumstances; providing for the setting of salaries of
employees serving the Circuit Court; repealing provisions on
fences; repealing other obsolete or redundant provisions;
and generally relating to the public local laws of Calvert
County.
