indicate where such a statement may be obtained and, finally,
shall reserve unto the county the right to reject any or all bids
received. In lieu of publishing said entire notice of sale, the
county may, if it shall so elect in said resolution, publish a
brief summary of said notice which need not contain all the
information required for said notice but which shall state where
interested parties may obtain a complete copy therefor.
NOTWITHSTANDING THE PROVISIONS FOR THE OFFER OF BONDS BY
SOLICITATION OF COMPETITIVE BIDS AT PUBLIC SALE, IN THE EVENT
THAT THE COUNTY ISSUES, SELLS AND DELIVERS NOT MORE THAN $250,000
IN AGGREGATE PRINCIPAL AMOUNT OF BONDS HEREUNDER IN ANY THIRTY
DAY PERIOD, THE COUNTY MAY ELECT TO OFFER SUCH BONDS FOR SALE TO
A LIMITED NUMBER OF POTENTIAL PURCHASERS, TOTALLY NOT LESS THAN
FIVE, ON A COMPETITIVE BASIS. THE POTENTIAL PURCHASERS SHALL BE
BANKS, FINANCIAL INSTITUTIONS, OR OTHER POTENTIAL PURCHASERS
SELECTED BY THE COUNTY TO PARTICIPATE IN THE LIMITED OFFERING,
UPON ADVICE OF LEGAL COUNSEL AND UPON ADVICE OF THE COUNTY'S
FINANCIAL ADVISOR, IF ANY. THE ABOVE-MENTIONED RESOLUTION OF THE
COUNTY SHALL FIX THE TERMS AND CONDITIONS OF THE OFFERING OF ANY
GROUP OR SERIES OF BONDS ISSUED AND SOLD HEREUNDER ON A LIMITED
OFFERING BASIS, AND SAID RESOLUTION SHALL ADOPT A SUITABLE FORM
OF NOTICE OF SALE, WHICH SHALL BRIEFLY OUTLINE SAID TERMS AND
CONDITIONS IN ACCORDANCE WITH THE PROVISIONS HEREOF. SAID NOTICE
SHALL STATE, AMONG OTHER THINGS, SUCH MATTERS AS ARE REQUIRED TO
BE STATED IN THE NOTICE REQUIRED TO BE PREPARED IN CONNECTION
WITH A PUBLIC SALE OF ANY GROUP OR SERIES OF BONDS PURSUANT TO
THE PROVISIONS OF THE IMMEDIATELY PRECEDING PARAGRAPH, PROVIDED
THAT THE COUNTY SHALL BE REQUIRED TO PROVIDE IN THE NOTICE ONLY
SUCH INFORMATION ABOUT THE CURRENT FINANCIAL CONDITION OF THE
COUNTY AS IT SHALL DETERMINE TO BE APPROPRIATE UNDER THE
CIRCUMSTANCES, UPON ADVICE OF LEGAL COUNSEL AND UPON ADVICE OF
THE COUNTY'S FINANCIAL ADVISOR, IF ANY, OR SHALL INDICATE IN THE
NOTICE WHERE SUCH INFORMATION MAY BE OBTAINED. THE COUNTY SHALL
DETERMINE IN SUCH RESOLUTION THE METHOD FOR DISTRIBUTING SUCH
NOTICE, THE PARTIES TO WHOM SUCH NOTICE SHALL BE DELIVERED, AND
SUCH OTHER MATTERS CONCERNING THE OFFERING OF THE BONDS ON A
LIMITED BASIS AND THE NOTICE PERTAINING THERETO AS THE COUNTY
SHALL DEEM APPROPRIATE. UPON ADVICE OF LEGAL COUNSEL AND UPON
ADVICE OF THE COUNTY'S FINANCIAL ADVISOR, IF ANY, THE COUNTY
SHALL NOT BE REQUIRED TO MAKE ANY GENERAL PUBLICATION OF SUCH
NOTICE.
Chapter 276 of the Acts of 1984
SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the
foregoing limitations, the County shall, before borrowing any
money or issuing any bonds pursuant to this authority of the Act,
adopt a resolution describing the projects of construction,
reconstruction, development, improvement, and modernization of
buildings and facilities of said volunteer fire departments
and/or the emergency related equipment for which said borrowing
or indebtedness is intended, the amount needed for said purposes
in the aggregate, and determining to borrow money or incur
indebtedness for all or a part of the amount so needed, and to
