OF ARBITRATION SHALL BE INCLUDED IN THE PROPOSED ORDINANCE OF
ESTIMATES IN ACCORDANCE WITH SECTION 2(C)(1) OF ARTICLE VI, SHALL
NOT BE REDUCED BY THE CITY COUNCIL IN ACCORDANCE WITH SECTION
2(G) OF ARTICLE VI, AND SHALL BE ADOPTED BY THE BOARD OF
ESTIMATES AS THE SALARY AND WAGE SCALES FOR EMPLOYEES OF THE FIRE
DEPARTMENT IN ACCORDANCE WITH SECTION 5 OF ARTICLE VI.
(8) THE COST OF THE ARBITRATION PROCEEDINGS PROVIDED
FOR HEREIN SHALL BE BORNE EQUALLY BY THE PARTIES INVOLVED.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning
Harford County - Alcoholic Beverages
FOR the purpose of expanding a racquet ball club license by
authorizing the liquor board to issue that license to any
racquet club, providing the racquet club has a certain
number of playing courts; permitting a bona fide nonprofit
topiary garden that operates a public museum and garden for
its members to be issued a certain alcoholic beverages
license; requiring the Harford County Board of License
Commissioners to submit an annual budget to the Harford
County Executive and Council for review but not approval;
providing that the expenditure of license fees collected by
the Board for administration and enforcement of county
liquor laws is a matter entirely within the sound discretion
of the Board, subject to certain provisions of the State
liquor laws; clarifying certain language; and relating
generally to alcoholic beverages in Harford County.
