(2) THE PRINCE GEORGE'S COUNTY BOARD OF LICENSE
COMMISSIONERS SHALL ONLY ISSUE A CLASS A BEER AND LIGHT WINE
(OFF-SALE) ALCOHOLIC BEVERAGES LICENSE FOR USE IN A BUSINESS
ESTABLISHMENT OF THE TYPE COMMONLY KNOWN AS A PACKAGED GOODS
STORE THAT HAS A PRINCIPAL BUSINESS PURPOSE OF SELLING ALCOHOLIC

BEVERAGES IN SEALED CONTAINERS TO THE GENERAL PUBLIC FOR

CONSUMPTION OFF THE PREMISES.

18.

(a) A Class A beer, wine and liquor license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located, and shall authorize the holder to
keep for sale and to sell all all alcoholic beverages at retail, in
any quantity, at the place therein described, and to deliver the
same in a sealed package or container which package or container
may not be opened nor its contents consumed on the premises where
sold. The annual fee for this license is $500, except as
otherwise provided in this section, and in all cases the fee
shall be payable to the clerk before any such license is issued,
for distribution as hereinafter provided.

(s)(1) In Prince George's County the annual license fee is
$640.

(2) THE PRINCE GEORGE'S COUNTY BOARD OF LICENSE
COMMISSIONERS SHALL ONLY ISSUE A CLASS A BEER, WINE AND LIQUOR
(OFF-SALE) ALCOHOLIC BEVERAGES LICENSE FOR IN A BUSINESS
ESTABLISHMENT OF THE TYPE COMMONLY KNOWN AS A PACKAGED GOODS
STORE THAT HAS A PRINCIPAL BUSINESS PURPOSE OF SELLING ALCOHOLIC

BEVERAGES IN SEALED CONTAINERS TO THE GENERAL PUBLIC FOR

CONSUMPTION OFF THE PREMISES.

38.

(C) NOTWITHSTANDING ANY OTHER LAW TO THE CONTRARY, THE
PRINCE GEORGE'S COUNTY BOARD OF LICENSE COMMISSIONERS MAY NOT
ISSUE ANY CLASS OF ALCOHOLIC BEVERAGES LICENSE FOR USE IN A
BUSINESS ESTABLISHMENT WITH A COMMERCIAL FUEL PUMP LOCATED ON THE
PREMISES THAT IS USED BY THE GENERAL PUBLIC FOR THE PURCHASE OF
FUEL.

74.

(a) (1) Any holder of a license under the provisions of
this article, including a receiver or trustee for the benefit of
creditors, may be permitted to transfer his place of business to
some other location or sell or assign the license and transfer
his stock in trade to another person, but only if application for
the transfer or sale has been made; all retail sales, amusement,
admission, and withholding taxes have been paid to the
Comptroller of the Treasury of the State; a bulk transfer permit
is obtained if the stock of alcoholic beverages is to be
transferred whether by sale, gift, inheritance, assignment, or
otherwise, and irrespective of whether or not consideration is
