contained in chemical information lists shall be privileged and
may not be disclosed by the Department of Health and Mental
Hygiene to any person or in any civil proceeding.
SECTION 2. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985 January 1, 1986.

AN ACT concerning
Creation of a State Debt -
Melwood Horticultural Training Center, Inc.
(Prince George's County)
FOR the purpose of authorizing the creation of a State Debt in
the amount of $87,500 $150,000, the proceeds to be used as a
grant to Melwood Horticultural Training Center, Inc., for
the purpose of the planning, design, and construction of a
residential group home an alternative living unit for
mentally retarded adults to be located in the Oxon Hill area
of Prince George's County and for the purpose of the
improvement of the roads at the Melwood Farm Training Center
in Charles County, subject to the requirement that Melwood
Horticultural Training Center, Inc., provide at least an
equal and matching fund of a certain kind for the same a
matching fund of a certain kind and amount for a certain
purpose by a certain date; requiring Melwood Horticultural
Training Center, Inc. to obtain certain approval prior to
the use of any loan proceeds or matching funds for a certain
purpose; and providing generally for the issue and sale of
bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
