Preamble

WHEREAS, Maryland law requires automobile insurance on the
owner of any vehicle registered with the Motor Vehicle
Administration; and

WHEREAS, In 1972 the Maryland General Assembly enacted
insurance reform legislation, and, as a by-product, created the
Maryland Automobile Insurance Fund to provide coverage for
Maryland residents who were either cancelled by private insurers
or refused insurance by 2 private insurers; and

WHEREAS, The number of vehicles registered in this State
whose owners have opted to be uninsured number between 90,000 and
300,000; and

WHEREAS, The Maryland Automobile Insurance Fund was mandated
to insure only the worst of the high risk drivers, and though its
