(III) THE COUNTY FISCAL AUTHORITY SHALL NOTIFY
THE DEPARTMENT IN WRITING BY NO LATER THAN DECEMBER 15 OF THOSE
OPEN-PIT MINING OPERATORS WHO HAVE NOT PAID ALL OF THEIR COUNTY
COAL SEVERANCE TAXES AND SURCHARGES THAT ARE DUE THROUGH THE
PREVIOUS MONTH OF NOVEMBER, AS PROVIDED UNDER ARTICLE 81, § 468
OF THE CODE AND § 7-507.1 OF THIS SUBTITLE. THE COUNTY FISCAL
AUTHORITY SHALL SEND THIS NOTICE OF NONPAYMENT TO THE AFFECTED
OPERATOR AT THE SAME TIME THAT THE COUNTY FISCAL AUTHORITY
NOTIFIES THE DEPARTMENT. IN THE ABSENCE OF THIS NOTIFICATION,
THE DEPARTMENT SHALL PRESUME THAT ALL COAL SEVERANCE TAXES AND
SURCHARGES HAVE BEEN PAID AND MAY NOT DELAY THE LICENSE RENEWAL
PROCESS. THE DEPARTMENT MAY NOT RENEW A PERSON'S OPEN-PIT MINING
OPERATOR'S LICENSE UNLESS ALL OF THAT PERSON'S COUNTY COAL
SEVERANCE TAXES AND SURCHARGES THAT ARE DUE THROUGH THE PREVIOUS
MONTH OF NOVEMBER HAVE BEEN PAID.
(IV) IF AN OPEN-PIT MINING OPERATOR PROVIDES
THE DEPARTMENT WITH WRITTEN NOTIFICATION FROM THE COUNTY FISCAL
AUTHORITY WHICH STATES THAT THE OPEN-PIT MINING OPERATOR HAS NOT
PAID ALL OF THE OPERATOR'S COUNTY COAL SEVERANCE TAXES AND
SURCHARGES AS PROVIDED IN PARAGRAPH (2) (III) OF THIS SUBSECTION,
BUT THE COUNTY AND THE OPERATOR HAVE AGREED ON A PAYMENT
SCHEDULE, THE DEPARTMENT MAY ISSUE A LICENSE TO THE OPERATOR ON
THE CONDITION THAT THE OPERATOR COMPLY WITH THE PAYMENT SCHEDULE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning
Election Laws - Statewide Voter Registration Form
FOR the purpose of requiring the State Administrative Board of
Election Laws to establish a uniform system of statewide
voter registration, utilizing such forms as the Board
determines to be necessary; requiring the State Board as
consult with the local boards of election concerning certain
matters; requiring the State Board to promulgate regulations
concerning a uniform system of statewide voter registration
by a certain date; and generally relating to a uniform
system of statewide voter registration produce and
distribute a uniform statewide voter registration form;
specifying certain requirements for the form; requiring the
State Board to promulgate certain regulations by a certain
date; requiring distribution of the form and its acceptance
