take effect July 1, 1985.

AN ACT concerning
State Finance and Procurement -- Procurement Provisions
FOR the purpose of adding a new title, to be known as "Title 21.
Specific Procurement Provisions", to be in Division III of
the new Article of the Annotated Code of Maryland designated
and known as the "State Finance and Procurement Article";
revising, restating, and recodifying certain laws of the
State relating and pertaining to State procurement; revising
the laws relating to review of certain contracts by the
Board of Public Works, to certain disclosures being required
from certain contractors and penalties for failure to make
certain disclosures, to notice of bids and awards of certain
contracts, to leases of real property by the State, and to
land acquisition and capital expenditures by the State;
making stylistic changes; defining certain terms; providing
for the effect, construction, and effective date of the
provisions of this Act; and generally relating to
procurement.
