(e) The fees deposited in the Motorcycle Safety Program
Account are not subject to the provisions of Title 8, Subtitle 4
of this article, on the disposition of highway user revenues.
(f)(1) From its share of the Transportation Trust Fund;
the Department shall provide in its annual budget for those funds
that together with the funds credited to the Motorcycle Safety
Program Account in the Transportation Trust Fund, will be
sufficient to fund the cost of the program; FROM THE FUNDS
AVAILABLE IN THE MOTORCYCLE SAFETY PROGRAM ACCOUNT OF THE
TRANSPORTATION TRUST FUND, THE DEPARTMENT SHALL PROVIDE FUNDS IN
ITS ANNUAL BUDGET THAT WILL BE SUFFICIENT TO FUND THE COSTS
INCURRED IN THE IMPLEMENTATION AND OPERATION OF ACTIVITIES UNDER
THIS SUBTITLE, including administrative costs.
(2)(I) The Department ADMINISTRATION may [pay a
direct subsidy to] REIMBURSE a motorcycle safety training center
at a rate not to exceed $50 for each eligible person completing
the course.
(II) THE REIMBURSEMENT RATE MAY BE IN ADDITION
TO THE ASSISTANCE PROVIDED UNDER SUBSECTION (D) OF THIS SECTION.
[(2)](3) The funds provided under this section
shall be in addition to any other State aid.
[(3)] (4) The Department ADMINISTRATION shall not
contract for the provision of any services under this program the
aggregate costs of which exceed the funds credited to the
Motorcycle Safety Program Account in the Transportation Trust
Fund.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
