(B)  FROM AMONG ITS VOTING MEMBERS, THE COMMISSION MAY ELECT
A VICE CHAIRMAN AND ANY OTHER OFFICERS IT REQUIRES.

(C)  THE MANNER OF ELECTION OF OFFICERS AND THEIR TERMS OF
OFFICE SHALL BE AS THE COMMISSION DETERMINES.

In addition to its other powers and duties, the Commission
shall:

(1)  [annually] review the operation of [appropriate]
units of [the] State AND LOCAL government [and of local
governments] THAT HAVE RESPONSIBILITY FOR IMPLEMENTATION OF THE
PLAN;

(2)  provide a clearinghouse for information on the
Patuxent River [Watershed] AND ITS WATERSHED; AND

(3)  review and comment on plans and reports RELATED
TO THE PATUXENT RIVER AND ITS WATERSHED[;

(4)  conduct public hearings and public forums on the
policy plan for the Patuxent River Watershed;

(5)  subject to § 2-1312 . of the State Government
Article, annually prepare a report with recommendations to the
General Assembly on the status of the Patuxent River; and

(6)  review the preparation, updating, and
implementation of the Plan developed by the Department].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect October 1, 1985.
