WHERE 1 OR BOTH OF THE HYDROGEN ATOMS HAS BEEN REPLACED BY AN
ORGANIC RADICAL;

(6) AN OXIDIZER, MEANING A CHEMICAL THAT INITIATES OR
PROMOTES COMBUSTION IN OTHER MATERIALS, THEREBY CAUSING FIRE
EITHER OF ITSELF OR THROUGH THE RELEASE OF OXYGEN OR OTHER CASES;

(7) A PYROPHORIC CHEMICAL, MEANING A CHEMICAL THAT
WILL IGNITE SPONTANEOUSLY IN AIR AT A TEMPERATURE OF 130 DEGREES
FAHRENHEIT OR BELOW;

(8) AN UNSTABLE REACTIVE CHEMICAL, MEANING A CHEMICAL
WHICH, IN THE PURE STATE, OR AS PRODUCED OR TRANSPORTED, WILL

VIGOROUSLY POLYMERIZE; DECOMPOSE, CONDENSE, OR WILL BECOME

SELF-REACTIVE UNDER CONDITIONS OF SHOCKS, PRESSURE, OR

TEMPERATURE; OR

(9) A WATER REACTIVE CHEMICAL, MEANING A CHEMICAL
THAT REACTS WITH WATER TO RELEASE A GAS THAT IS EITHER FLAMMABLE
OR PRESENTS A HEALTH HAZARD.

(B) "HAZARDOUS OR TOXIC CHEMICAL" INCLUDES ANY SUBSTANCE
WHICH MEETS THE DEFINITION OF HEALTH HAZARD ADOPTED BY THE UNITED

STATES OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION AND

PUBLISHED IN THE FEDERAL REGISTER ON NOVEMBER 25, 1983, AS
AMENDED FROM TIME TO TIME, UNLESS THE COMMISSIONER OF LABOR AND
INDUSTRY OBJECTS TO AN AMENDMENT.

IN THIS SUBTITLE, "HAZARDOUS OR TOXIC CHEMICAL" HAS THE
MEANING STATED UNDER ARTICLE 89, SECTIONS 32C AND 32D OF THE
CODE.

6-502.

THE PURPOSE OF THIS SUBTITLE IS TO PROVIDE THE FOLLOWING
PERSONS WITH ACCESS TO ANY INFORMATION ON HAZARDOUS OR TOXIC
CHEMICALS THAT THE DEPARTMENT MAINTAINS UNDER THIS SUBTITLE:

(1)  ANY STATEWIDE ENVIRONMENTAL ORGANIZATION THAT IS
REGISTERED WITH THE STATE IN THE STATE OF MARYLAND;

(2)  ANY STATEWIDE CIVIC OR CONSUMER ORGANIZATION THAT
IS REGISTERED WITH THE STATE IN THE STATE OF MARYLAND; AND

(3)  ANY INDIVIDUAL WHO LIVES:

(I)  IN A LOCAL COMMUNITY WHERE A BUSINESS
STORES, PRODUCES, OR LOCATES HAZARDOUS OR TOXIC CHEMICALS; OR

(II)  IN THE NEAREST LOCAL COMMUNITY TO A
BUSINESS THAT STORES, PRODUCES, OR LOCATES HAZARDOUS OR TOXIC
CHEMICALS.
