From and after July 1, 1971, no county, municipality or any
other political subdivision within this State shall have the
power to levy or impose a sales tax or use tax, or any excise tax
on the issuance of motor vehicle certificates of title. Any
sales tax, use tax or excise tax on the issuance of motor vehicle
certificates of title imposed prior to July 1, 1971, by any
county, municipality or any other political subdivision within
this State shall be terminated as of July 1, 1971. The
provisions of this section shall not be applicable to sales or
use taxes upon fuels, utilities, CONTROLLED DANGEROUS SUBSTANCES
AS DEFINED IN ARTICLE 27, SECTION 277, EXCLUDING SALES BY
PRESCRIPTION ANY PERSON WHO REGISTERS UNDER AND WHO COMPLIES WITH
ARTICLE 27, SECTION 281 OF THE CODE, OR ANY PERSON WHO OTHERWISE
COMPLIES WITH THAT SECTION OF THE CODE, or space rentals, or to
those sales or use taxes which were in effect on January 1, 1971,
and this section shall not limit the rate of tax applicable to
any sales or uses subjected to taxation on January 1, 1971.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning

Cleaning Agents

FOR the purpose of prohibiting the use, sale, manufacture, or
distribution of any cleaning agent containing a certain
amount of phosphorous phosphorus after a certain date;
providing certain exceptions; allowing the Department of
Health and Mental Hygiene to seize any cleaning agent held
for sale or distribution that is sold or distributed held
for sale or distribution in violation of this subtitle Act;
providing for penalties; providing for a certain report to
the Governor and General Assembly on a certain date;
providing for the termination of the provisions of this Act;
providing for a study and assessment and for certain
regulations; and generally relating to cleaning agents.

Section 9-1501 through 9-1504 9-1505, inclusive, to be under
the new subtitle "Subtitle 15. Cleaning Agents"
