(3) When a licensee under this section conducts more
than one race daily involving a multiple mutuel pool involving 3
or more horses, the allocation of the takeout shall be:

(i) As provided in subsection (b) of this
section for the first race; and

(ii) For any additional races, as provided in
subsection (b) of this section, except that the allocation for
purses and the licensee shall each be 10.455 percent of the
mutuel pools, and the allocation for the Maryland Bred Fund shall
be deducted from the purse allocation. The licensee shall
allocate .25 percent of the mutuel pools to the Maryland Race
Track Employees Pension Fund.]

11A.

(a)  The Commission may establish a system of betting by
telephone on any races at any track licensed under this article.

(b)  Each track licensed under this article may implement
the system of betting by telephone on any race as established by
the Commission.

(c)  [(1)] Computation of the [total] takeout and breakage
for wagering made under this section shall be the same as that
normally applicable to racing conducted by the licensee.

[(2) After deducting from the takeout the State tax,
the remainder shall be allocated 50% to the licensee and 50% to
purses. The Pension Fund allocation shall be deducted from the
share of the licensee, and the Bred Fund allocation shall be
deducted from the share for purses.]

14.

[(a) (a) [ In addition to the license fee and other taxes
imposed by law, every person, firm, association or corporation]
EACH RACING ASSOCIATION licensed under § 7 of this article to
conduct mile thoroughbred racing[,] shall pay to the Maryland
Racing Commission for the use of the State of Maryland, within
three days after each day of racing, a tax at the rate specified
in [§ 11(b)(3) of] this article on the total amount of money
wagered on all races that day. The payment of the tax shall be
accompanied by a statement of the licensee, or his duly
authorized agent, under oath, showing the amount of money wagered
that day. The Commission shall promptly pay all taxes collected
under the provisions of this section to the Comptroller.

(b) Every person, firm, association or corporation licensed
to hold racing meetings in the State of Maryland under the
provisions of § 7 of this article, shall in addition to the other
taxes and fees imposed under the provisions of said article, pay
annually to the Maryland [Agricultural Fair Board the sum of
twelve thousand dollars ($12,000.00), and to the Maryland] Horse
