by State units; altering the self-appointment procedure for
trustees of the Trust and providing for appointment by the
Governor with the advice and consent of the Senate;
providing for the appointment and removal of the Director;
establishing a certain term for new trustees and continuing
the terms of existing trustees; providing for prior approval
by the Board of Public Works of certain loans by the Trust;
authorizing a State unit to require certain reasonable
conditions on any license, permit, or award of financial
assistance for a proposed undertaking to protect certain
historic properties; authorizing the adoption of certain
regulations by the Trust; providing that failure of a State
unit to comply with certain provisions of this Act does not
create a private cause of action; providing that a person
may appeal the reasonableness of a license or permit
condition under certain circumstances; specifying the
applicability of judicial review in certain circumstances;
making certain legislative findings; defining certain terms;
specifying certain powers of the Trust; and generally
relating to the Maryland Historical Trust and State historic
preservation programs.
