FOR the purpose of requiring the advance registration and
disclosure of certain information by out-of-state liquor
control board agents or employees prior to their observing
alcoholic beverages sales in Cecil County; and providing
for the out-of-state liquor control board agents or
employees to retain in their possession the certificate of
registration during their investigative or surveillance
activities in Cecil County.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 2B - Alcoholic Beverages
192.
(a) (1) In order to promote and protect the public safety
and the peace of the community in Cecil County, by reason of the
presence of many persons engaged in the enforcement of the laws
of other states, in Cecil County any agent, employee, or
representative of the liquor control board from another state
shall register [at the Sheriff's office each time he enters the
county for the purpose of observing any alcoholic beverage sales.
At time of registration the person shall disclose the location of
any surveillance.] IN PERSON AT THE SHERIFF'S OFFICE NOT LESS
THAN 30 DAYS IN ADVANCE OF EACH ENTRY INTO THE COUNTY FOR THE
PURPOSE OF OBSERVING ANY ALCOHOLIC BEVERAGES SALES.
(2) AT THE TIME OF REGISTRATION THE PERSON SHALL
PROVIDE THE FOLLOWING INFORMATION:
(I) A WRITTEN STATEMENT SETTING FORTH THE
IDENTITY OF THE OUT-OF-STATE OFFICIAL;
(II) THE PURPOSE OF THE INTENDED ENTRY INTO
CECIL COUNTY;
(III) THE MAKE, MODEL, AND LICENSE NUMBER OF
EACH AND EVERY VEHICLE TO BE USED IN THE CONDUCT OF ANY
SURVEILLANCE ACTIVITY;
(IV) THE SPECIFIC ESTABLISHMENTS AT WHICH
SURVEILLANCE WILL BE CONDUCTED; AND
(V) THE SPECIFIC TIMES FOR SURVEILLANCE OF EACH
ESTABLISHMENT.
