(3)  ON AMOUNTS REPRESENTING UNPAID INTEREST; OR

(4)  IF THERE IS A DISPUTE, AS DETERMINED BY THE
COMMISSION, AS TO ANY MATERIAL FACTOR IN THE CONTRACT OR PURCHASE
ORDER.

SECTION 2. AND BE IT FURTHER ENACTED, That the
Maryland-National Capital Park and Planning Commission is not
liable, under the terms of this Act, for interest on any amount
due under a procurement contract and remaining unpaid for any
period prior to July 1, 1985.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

Washington Suburban Sanitary Commission may provide for
water and sewer usage charges on an estimated basis; and
generally relating to the circumstances under which the WSSC
may provide for estimated water and sewer usage charges.
