AN ACT concerning
Carroll County - Dogs - Compensation for Livestock
Killed by Dogs - Appraiser
FOR the purpose of altering a certain provision of law to provide
that, in Carroll County, a sheriff or county official may
appoint a county deputy sheriff or animal control officer as
an appraiser to appraise damages sustained by a person as a
result of a dog attack on the person's livestock; making
stylistic changes; and generally relating to the appraisal
of damages to livestock resulting from attacks by dogs.
BY repealing and reenacting, with amendments,
Article 56 - Licenses
Section 198(a) and (b)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 56 - Licenses
198.
(a) (1) If EXCEPT IN CARROLL COUNTY, IF any person has
any sheep, poultry, or livestock destroyed or injured in a county
by a dog or dogs, -he- THE PERSON may apply to the sheriff or the
designated official of the county, who shall appoint [three
disinterested persons as appraisers] A DEPUTY SHERIFF OF THE
COUNTY OR AN ANIMAL CONTROL OFFICER AS AN APPRAISER to view and
appraise the damages sustained by the person. IN CARROLL
COUNTY, THE SHERIFF OR THE DESIGNATED OFFICIAL OF THE COUNTY
SHALL APPOINT A DEPUTY SHERIFF OF THE COUNTY OR AN ANIMAL CONTROL
OFFICER AS THE APPRAISER.
(2) [At least one of the appraisers shall be a
deputy sheriff of the county, and they, ] OR, IN THE CASE OF
CARROLL COUNTY, THE APPRAISER, under oath, shall state in writing
to the county commissioners of the county, the number of sheep,
poultry, or livestock killed, the character and extent of the
injury, if any done, and the amount of the damages [, upon
which they shall all agree, EXCEPT IN CARROLL COUNTY,]
sustained by the owner.
