(d) (1) The treasurer shall be allowed his traveling and
other expenses made necessary in the performance of his duties
which shall be paid by the county commissioners.

(2)  EACH VOUCHER FOR REIMBURSEMENT OF EXPENSES SHALL
INCLUDE THE INFORMATION REQUIRED BY THE STATE STANDARD TRAVEL
REGULATIONS.

(3)  APPROVED MILEAGE EXPENSES SHALL BE REIMBURSED AT
THE RATE AND IN THE MANNER AUTHORIZED UNDER THE STATE STANDARD
TRAVEL REGULATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to
Article III, § 35, of the Constitution of Maryland, this Act may
not be construed to extend or apply to the salary, reimbursable
expenses, or compensation of the County Treasurer of Cecil County
in office on the effective date of this Act, but the provisions
of this Act concerning the salary, reimbursable expenses, or
compensation of the County Treasurer of Cecil County shall take
effect at the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning

Creation of a State Debt - Frederick County
Prerelease Center

FOR the purpose of authorizing the creation of a State Debt in
the amount of $450,000, the proceeds to be used as a grant
to the Board of County Commissioners of Frederick County for
the purpose of the planning, design, construction, and
equipping of the Frederick County Prerelease Center, subject
to the requirement that the Board of County Commissioners of
Frederick County provide at least an equal and matching fund
of a certain kind for the same purpose by a certain date;
and providing generally for the issue and sale of bonds
evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
