(2) BE THE LEGAL ADVISOR OF THE COUNTY AND OF ITS
SEVERAL OFFICES, DEPARTMENTS, BOARDS, COMMISSIONS, AND OTHER
AGENCIES.
(B) EXCEPT AS PROVIDED IN SECTION 1-40 OF THIS ARTICLE, AN
OFFICE, DEPARTMENT, BOARD, COMMISSION, THE TREASURER OR OTHER
AGENCY OR BRANCH OF THE COUNTY GOVERNMENT MAY NOT EMPLOY OR
RETAIN ANY LEGAL COUNSEL OTHER THAN THE COUNTY ATTORNEY.

WITH THE APPROVAL OF THE COUNTY COMMISSIONERS, THE COUNTY
ATTORNEY MAY APPOINT SUCH ASSISTANTS TO SERVE AS MEMBERS OF THE
COUNTY ATTORNEY'S LEGAL STAFF AS MAY BE NECESSARY FOR THE PROPER
CONDUCT OF THE BUSINESS OF THE COUNTY ATTORNEY'S OFFICE, SUBJECT
TO SUCH LIMITATIONS AS TO NUMBER, TERM, AND COMPENSATION AS MAY
BE PROVIDED FROM TIME TO TIME BY LAW AND BUDGETARY PROVISIONS.

WITH THE APPROVAL OF THE COUNTY COMMISSIONERS, THE COUNTY
ATTORNEY MAY ENGAGE THE SERVICES FOR A TEMPORARY PERIOD OF ANY
ATTORNEY FOR LEGAL WORK OF AN EXTRAORDINARY NATURE WHEN THE WORK
TO BE DONE IS OF SUCH CHARACTER OR MAGNITUDE AS TO REQUIRE LEGAL
SERVICES IN ADDITION TO THOSE PROVIDED BY THE REGULAR STAFF OF
THE OFFICE OF LAW.

NEITHER THE COUNTY ATTORNEY NOR ANY PARTNER OR ASSOCIATE IN
THE COUNTY ATTORNEY'S PRIVATE PRACTICE NOR ANY ASSISTANT IN THE
OFFICE OF LAW MAY AT ANY TIME, WHILE HOLDING SUCH OFFICE,
PRACTICE AS AN ATTORNEY BEFORE THE COUNTY COMMISSIONERS OR ANY
OFFICE, DEPARTMENT, BOARD, COMMISSION OR AGENCY OF THE COUNTY IN
ANY CAPACITY OTHER THAN AS REPRESENTING THE COUNTY'S INTERESTS.

study the need for creating an office of law in Cecil
County; and providing for the membership, chairman, and a
report by the Task Force.
