[(6)] (2) The plan may include, without being
limited to, any additional elements such as community renewal,
housing, flood control, pollution, conservation, natural
resources, the general location and extent of public utilities,
and other programs which, in the judgment of the planning
commission will further advance the purposes of the plan.

(3) THE MINERAL RESOURCES PLAN ELEMENT SHALL BE
INCORPORATED IN:

(I)  ANY NEW PLAN ADOPTED AFTER JULY 1, 1986 FOR
ALL OR ANY PART OF A JURISDICTION; AND

(II)  ANY AMENDMENT OR ADDITION THAT IS ADOPTED
AFTER JULY 1, 1986 TO A PLAN THAT WAS IN EFFECT ON JULY 1, 1985.

7.03.

Except as provided in §§ 7.01(c) AND 3.05(A)(1)(V) AND
(3)(I) AND (II) OF THIS SUBTITLE, [nothing contained in] this
article [shall] DOES NOT apply to the chartered counties of
Maryland.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

(House Bill 674)

AN ACT concerning

Creation of a State Debt - Washington County Detention Center

FOR the purpose of authorizing the creation of a State Debt in
the amount of $88,000 $85,000, the proceeds to be used as a
grant to the Board of County Commissioners of Washington
County for the purpose of the planning, design,
construction, and equipping of the Washington County
Detention Center, subject to the requirement that the Board
of County Commissioners of Washington County provide at
least an equal and matching fund of a certain kind for the
same purpose by a certain date; and providing generally for
the issue and sale of bonds evidencing the loan.
