AN ACT concerning
Merit System - State Employees' Health Insurance
Review-Beard Advisory Council
FOR the purpose of establishing a State Employees' Health
Insurance Review Board Advisory Council; providing for
membership of the Board Council; providing for a chairman of
the Board Council and for terms of membership; providing for
powers and duties of the Board Council; providing for staff
for the Board Council; providing that the provisions of this
Act are severable; and generally relating to a State
Employees' Health Insurance Review Board Advisory Council.
BY adding to
Article 64A - Merit System
Section 48E to be under the new subtitle "State Employees'
Health Insurance Review Board"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 64A - Merit System
STATE EMPLOYEES' HEALTH INSURANCE REVIEW BOARD
48E.
(A) THERE IS A STATE EMPLOYEES' HEALTH INSURANCE REVIEW
BOARD.
(B) THE BOARD CONSISTS OF 7 MEMBERS APPOINTED BY THE
GOVERNOR, OF WHOM:
(1) 1 SHALL BE THE SECRETARY OF PERSONNEL;
(2) 2 SHALL BE REPRESENTATIVES OF THE MARYLAND
CLASSIFIED EMPLOYEES ASSOCIATION;
(3) 2 SHALL BE REPRESENTATIVES OF THE AMERICAN
FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES; AND
(4) 2 MAY BE REPRESENTATIVES OF THE HEALTH CARE
PROFESSIONS, BUT MAY NOT BE STATE EMPLOYEES.
(C) THE GOVERNOR SHALL DESIGNATE 1 MEMBER AS CHAIRMAN.
