AN ACT concerning
Abandoned or Impounded Vehicles - Removed or Defaced Serial
Identification Serial Numbers
FOR the purpose of allowing political subdivisions police
departments to retain and use certain vehicles from which
certain identification numbers are missing; providing for
the authorization of new identification numbers in certain
circumstances; and requiring that certain vehicles be used
for a public purpose. authorizing the use of certain
vehicles for public purposes; providing certain restrictions
on the uses and disposition of certain vehicles; and
generally relating to abandoned or impounded vehicles.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Transportation
25-211. 25-207.1.
(A) THIS SECTION APPLIES TO ANY VEHICLE:
(1) WHICH IS IMPOUNDED BY A POLICE DEPARTMENT EITHER
AS ABANDONED OR PURSUANT TO OTHER STATE OR LOCAL LAW;
(2) FROM WHICH THE ENGINE OR ENGINE OR VEHICLE SERIAL
IDENTIFICATION SERIAL NUMBER HAS BEEN REMOVED OR DEFACED; AND
(3) OF WHICH NEITHER THE OWNER NOR ANY SECURED PARTY
CAN BE IDENTIFIED FROM RECORDS OF THE ADMINISTRATION OR OTHER
REASONABLE STEPS TAKEN BY THE POLICE DEPARTMENT.
(B) AT THE REQUEST OF THE POLICE DEPARTMENT, THE
ADMINISTRATION SHALL AUTHORIZE THE PLACING OF A NEW
IDENTIFICATION NUMBER ON THE VEHICLE OR ENGINE.
(C) IF THE MISSING OR DEFACED SERIAL IDENTIFICATION NUMBER
HAS BEEN REPLACED AS AUTHORIZED BY THIS SECTION, THE POLITICAL
SUBDIVISION ON WHOSE AUTHORITY THE VEHICLE WAS IMPOUNDED MAY
RETAIN AND USE THE VEHICLE FOR PUBLIC PURPOSES.
