locality county to file a certain application with the
Department in order to be eligible to receive certain funds;
requiring a county receiving certain funds to make a certain

proportion of those funds available to consider the

transportation needs of municipal corporations within that
county; providing for an appeal to the Secretary by
municipalities under certain circumstances; prohibiting the
Secretary from considering an application under certain
circumstances; requiring the Secretary to consult with
certain entities in distribution of certain funds;
restricting the use that a locality county may make of
certain assistance; providing for certain matching fund
obligations; requiring the Secretary , in consultation with
certain entities, to develop certain procedures and
criteria, and prescribing certain of those procedures and
criteria; requiring the Secretary to monitor the use of
certain funds; prohibiting a locality county that receives
certain funds from using those funds to replace certain
other moneys it receives from other sources; prohibiting a
certain diversion of certain federal funds provided to the
State; requiring the Secretary to encourage localities
counties to principally fund certain transportation service
with certain moneys and to enter into certain cooperative
agreements; providing that certain provisions do not
prohibit a locality county from taking certain actions;
defining certain terms; providing for the termination of
this Act after a certain date; and generally relating to the
funding and provision of certain services for elderly and
disabled handicapped persons.

MARYLAND, That the Laws of Maryland read as follows:

2-103.3.

(A) (1) IN THIS SECTION, THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(2) "COUNTY" INCLUDES BALTIMORE CITY.

(3) "GENERAL PURPOSE TRIP" MEANS ANY TRAVEL NOT
REGISTERED BY PURPOSE OR DESTINATION.

(4) "LOCALITY" MEANS A COUNTY OR A LOCAL GOVERNMENTAL
BODY WITHIN THE COUNTY.
