SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
5-202.
(c) [Through fiscal year 1985 only, an amount equivalent to
$100 per student enrolled on September 30 of the school year for
which the calculation is made shall be added to the State share
of basic current expenses for] FOR FISCAL YEAR 1986 THROUGH
FISCAL YEAR 1988 ONLY, THE STATE SHALL PAY TO a county that has a
population density of over 8,000 per square mile as determined by
the Department of Health and Mental Hygiene[.] AN ADDITIONAL
AMOUNT EQUAL TO THE PRODUCT OF THE FULL-TIME EQUIVALENT
ENROLLMENT ON SEPTEMBER 30 OF THE SCHOOL YEAR FOR WHICH THE
CALCULATION IS MADE AND THE FOLLOWING AMOUNTS:
(1) $75 FOR FISCAL YEAR 1986;
(2) $50 FOR FISCAL YEAR 1987; AND
(3) $25 FOR FISCAL YEAR 1988.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning
Community Colleges - State Funding
FOR the purpose of altering the computation of State aid to
community colleges; increasing certain rates for calculating
State aid to community colleges; establishing a new program
of low income student grants to community colleges based on
the number of students receiving certain federal student
financial aid; providing for the administration of grants
and for computation of the funding level; requiring certain
maintenance of local effort; establishing definitions and
computations; authorizing the State Board for Community
Colleges to promulgate rules, make payments, and administer
the new program; altering the basis for calculating
enrollments for State aid purposes for Fiscal Year 1987 and
