more than forty-eight hours after the occurrence of such crime
unless the Board, for good cause shown, finds the delay to have
been justified. The Board, upon finding that any claimant or
award recipient has not fully cooperated with all law enforcement
agencies, may deny or withdraw any award, as the case may be.
(2) An award may not be made unless funds are
appropriated and available for the full amount of the award. If
a multiyear award is made, the total amount of the award shall be
obligated and held for such period of time as is necessary to
complete payment in accordance with the provisions of the award.
If payment of the award is terminated for any reason subsequent
to June 30 of the fiscal year in which the award was made, the
remainder of the award shall revert to the general fund.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed only prospectively and shall be applied only to
claims filed on or after the effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning
Tobacco Tax - Contingent Cigarette Tax - Asbestos Removal Fund -
Supplementary Appropriation
FOR the purpose of imposing a supplemental tobacco tax; making
the tax contingent on reduction of a certain federal
cigarette tax; providing that the rate of the supplemental
tax shall be dependent on a certain federal tax rate;
providing that the supplemental tax would apply to
cigarettes sold or possessed by distributors after a certain
date; providing for payment of revenues from the
supplemental tax into the General Fund a certain fund in the
Department of Agriculture and the Maryland Agriculture Land
Preservation Fund; establishing an Asbestos Removal Fund as
a continuing, nonlapsing fund to be administered by the
Interagency Committee on School Construction; providing for
grants to county boards of education for the removal of
asbestos or other health threatening substances; requiring,
subject to certain approval, the adoption of regulations for
the application for, and use of, asbestos removal funds;
generally relating to a program of asbestos removal;
providing for the legislative appropriation of certain
