Ch. 118

REPORTING REQUIREMENTS. HOWEVER, EXCEPT AS OTHERWISE EXPRESSLY
PROVIDED UNDER THIS SUBTITLE, TRAINING OR OPERATIONAL
REQUIREMENTS MAY NOT BE IMPOSED AS A PRECONDITION TO RECEIPT OF
FUNDS.

(C)  (1) THE FUND SHALL CONSIST OF ANY MONEYS APPROPRIATED
IN THE STATE BUDGET.

(2) PAYMENTS OUT OF THE FUND SHALL BE MADE TO EACH
COUNTY AND MUNICIPALITY BY THE STATE TREASURER UPON WARRANT OF
THE STATE COMPTROLLER AS AUTHORIZED BY THE SECRETARY. FOR

AMOUNTS OF $10,000 OR OVER, PAYMENTS SHALL BE MADE IN

APPROXIMATELY EQUAL AMOUNTS ON OR ABOUT AUGUST 15, NOVEMBER 15,
FEBRUARY 15, AND MAY 15, TO THE APPROPRIATE COUNTY AND

MUNICIPALITY. AMOUNTS UNDER $10,000 SHALL BE PAID IN A LUMP SUM

ON AUGUST 15 OF EACH YEAR.

(3) FOR FISCAL YEAR 1986 ONLY, 10 PERCENT OF THE
FUNDS APPROPRIATED IN THE STATE BUDGET FOR THIS PROGRAM SHALL BE
PAID INTO THE EMERGENCY ASSISTANCE TRUST FUND ESTABLISHED UNDER

SECTION 46A OF THIS ARTICLE, AND THE REMAINDER SHALL BE

DISTRIBUTED AS PROVIDED IN SECTION 45C OF THIS ARTICLE.

(D)  (1) STATE FUNDS PROVIDED UNDER THIS SECTION MAY ONLY BE
USED FOR ANY 1 OR MORE OF THE FOLLOWING:

(I)  ACQUISITION OR REHABILITATION OF FIRE OR
RESCUE APPARATUS, INCLUDING AMBULANCES;

(II)  ACQUISITION OR REHABILITATION OF CAPITAL
EQUIPMENT USED IN CONNECTION WITH FIRE OR RESCUE APPARATUS; AND

(III)  CONSTRUCTION OR REHABILITATION OF

FACILITIES USED PRIMARILY TO HOUSE FIRE FIGHTING APPARATUS,
EQUIPMENT, AMBULANCES, AND RESCUE VEHICLES.

(2) STATE FUNDS PROVIDED UNDER THIS SECTION MAY NOT
BE USED FOR ANY OF THE FOLLOWING:

(I)  ADMINISTRATIVE COSTS;

(II)  COMPENSATION OR FRINGE BENEFITS TO
EMPLOYEES OR MEMBERS OF COUNTY OR MUNICIPAL GOVERNMENTS, OR FIRE,
RESCUE, OR AMBULANCE COMPANIES;

(III.) TRAVEL OR MEAL EXPENSES;

(IV)  FUEL, UTILITY, OR ROUTINE MAINTENANCE
COSTS OF FACILITIES OR APPARATUS;

(V)  ACQUISITION OF NEW OR REPLACEMENT FIRE
HYDRANTS, WATER MAINS, OR EMERGENCY ALARM SYSTEMS NOT INSTALLED
AT A FIRE, RESCUE, OR AMBULANCE FACILITY;

(VI) INSURANCE;
