Public Safety - Fire, Rescue, and Ambulance Services
FOR the purpose of establishing a new State aid program for fire
protection and rescue and ambulance services for certain
purposes to the benefit of the citizens of this State;
creating a State Fire, Rescue, and Ambulance Fund that may
be . funded by appropriation; establishing a certain
distribution formula to counties and certain municipalities;
authorizing expenditure for certain items with moneys
distributed under this Act and prohibiting expenditures for
certain other items; providing for the subdistribution of
funds to certain departments, companies, or stations,
including departments, companies, or stations within
municipalities, subject to certain conditions and budgetary
procedures; establishing certain maintenance of effort,
matching, reporting, and accounting requirements; providing
for repayment, setoff, and reversion to the General Fund of
certain allocated, unencumbered, or unexpended funds under
certain circumstances; providing for the administration of
the aid program established under this Act by the Secretary
of Public Safety and Correctional Services; authorizing the
Secretary to adopt procedures for program implementation;
authorizing the Secretary to withhold distribution of funds
under certain circumstances; adding certain requirements for
financial assistance and providing for appropriation of
funds under the Emergency Assistance Trust Fund program;
defining certain terms; requiring a certain report on or
before a certain date; and generally relating to the
establishment and administration of the State Fire, Rescue,
and Ambulance Fund.
