authorizing the Health Services Cost Review Commission to
regulate services offered by or through any hospital or
related institution; authorizing the Commission to collect
certain data on physician practice patterns; providing for
disclosure of physician information to certain persons;
allowing the Commission to consider efficiency and
effectiveness in determining the reasonableness of rates;
providing that the Commission may determine which services
may or may not be regulated; permitting certain effectively
operated and efficiently utilized facilities to charge
certain rates to guarantee solvency; requiring the Health
Services Cost Review Commission to report to the General
Assembly under this Act; and generally relating to the
Commission's authority to regulate health care costs.
