providing that the Secretary of Health and Mental Hygiene
may delicense any hospital or part of a hospital or hospital
service under certain circumstances; exempting from the
certificate of need process certain capital expenditures
made as part of the consolidation or merger of certain
facilities; defining certain terms; requiring certain
hospitals to be granted a certificate of need for certain
additional hospital bed capacity; providing that the Health
Resources Planning Commission may withdraw an outstanding
certificate of need under certain circumstances and my not
withdraw a an outstanding certificate of need under other
certain circumstances; requiring that certain notices be
given if a hospital or hospital service is ordered to be
delicensed; requiring the Health Resources Planning
Commission to incorporate the institution specific plan into
the State Health Plan within certain time periods; may apply
for a writ of certiorari to the Court of Appeals for a
certain review in the case of an adverse decision that
affects the Commission's final decision; defining certain
terms; requiring that certain notices be given if a hospital
or hospital service is ordered to be delicensed; authorizing
the Maryland Health and Higher Educational Authority to
finance or refinance certain public body obligations of a
closed or delicensed hospital; authorizing the Health
Services Cost Review Commission to assess a certain fee on
hospitals to pay for certain obligations; establishing a
program for the retraining and placement of certain
dislocated hospital employees and providing for the funding
of the program; requiring the Secretary of Health and Mental
Hygiene to report to the General Assembly by a certain date;
providing certain requirements for the payment of certain
public body obligations; creating a Joint Committee on
Health Care Cost Containment, to be appointed by the
President of the Senate and the Speaker of the House of
Delegates; providing for the staff, responsibilities, and
termination of the Joint Committee; and generally relating
to the closure, merger, consolidation, and conversion of
health care facilities.
