The State Department of Education
shall not expend funds for any
job or position of employment
approved in this budget in the
corrections education program in

excess of 171 positions,

including full-time equivalent,
special payments, contractual

positions, and temporary

employment service contractor

positions (defined as the

quotient of the sum of the days
worked by all such employees in
the fiscal year divided by 245)
of the total authorized amount
established in the budget for the
State Department of Education at
any one time during fiscal year
1986. The State Superintendent
of Schools should utilize his
prerogatives under "Education
Article Section 2-103," to

implement this provision,

provided, however, that any
authorized job or position to be
filled above the 171 ceiling,

including all full-time

equivalent positions, as detailed
above, is approved by the Board
of Public Works and counted
against the limitation imposed by

the General Assembly. The

establishment of new jobs or
positions not authorized in the
fiscal year 1986 budget shall be
subject to Article 78A, Section
16B(a) and the limitation imposed
by the General Assembly.
