General Fund Appropriation,
provided that no part of this
appropriation may be expended for
comprehensive care, except under
contract operation of Charlotte
Hall Veterans' Home and there
shall be no bugetary transfer by
budget amendment or otherwise
from this program to any other

program or purpose. Further,

provided that no funds shall be
expended for care beyond January

1, 1986 except through a

management and maintenance

contract for operation of

Charlotte Hall Veterans' Home
without prior approval of the

Budget Committees. Further,

provided that the number of beds
to be utilized for comprehensive
care shall not exceed fifty

percent of the total beds........
