provided that up to $10,000 of

any unencumbered fund balance

remaining after the close of the
Maryland Heritage Committee in
March 1985 may be transferred to
the State Archives for funding of
a citizens' council which will

plan the celebration of the

Bicentennial of the Constitution
in Maryland. Any funds remaining
after the transfer shall revert
to the general fund. These funds
are to be used only for the
purpose of transfer to the State
Archives and there shall be no

other transfer to any other

program or purpose by budget

amendment or other means during
fiscal year 1985.
Further, unless approved by the
Budget Committees, the general
fund appropriation for the
Institute for Prevention and
Control of Violence and Extremism
shall be reduced by the amount
private contributions exceed
