SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

(House Bill 609)

AN ACT concerning

Somerset County - County Commissioners - Merit System

FOR the purpose of clarifying the power and authority of the
Somerset County Commissioners to include in the county's
merit system the employees of the Somerset County Sheriff's
Department; and generally relating to the power and
authority of the Somerset County Commissioners to establish
a merit system.

BY repealing and reenacting, without amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 25 - County Commissioners

(a) (1) The county commissioners of each county in this
State, in addition to, but not in substitution of, the powers
which have been or may be granted them, have the following
express powers.

(f) To establish a merit system in connection with the
appointment of all county officials and employees not elected or
appointed under the Constitution or public general laws of the
State. This subsection shall be applicable in Dorchester,
Somerset, and Queen Anne's counties. In Dorchester County, the
