(ii) The Maryland Transportation Plan shall be
expressed in terms of program objectives and shall include a
summary of the types of projects proposed to accomplish the
program objectives using an inter-modal administration approach
when feasible.]

(3) [The] ON OR BEFORE THE 3RD WEDNESDAY < OF JANUARY
OF EACH YEAR, THE Secretary shall submit the State Report on
Transportation[, subject to § 2-1312 of the State Government
Article,] to the General Assembly [by the third Wednesday of
January of each year], SUBJECT TO § 2-1312 OF THE STATE
GOVERNMENT ARTICLE.

REVISOR'S NOTE: Chapter ____, Acts of 1985, which enacted

the State Finance and Procurement Article, also
amended subsections (a) and (e) of this section and
deleted subsection (e-1) of this section.

Chapter ____, Acts of 1985, designated the provisions

of former subsection (a) as paragraph (1) and added
paragraphs (2) and (3), which are derived without
substantive change from former § 2-103.2 of this
subtitle.

In subsection (a)(2) and (3) of this section,
respectively, the references to the "budget request
that the Secretary submits" and to the "proposed
budget of the Governor" are substituted for the former
references to "each budget of the Department" and "the
budget request for the Departmen[t]". The substituted
references distinguish between the budget proposal of
the Secretary under subsection (a)(2) of this section
and the budget proposal of the Governor under SF §
7-110 and, thus, clarify that the report under
subsection (a)(3) of this section is based on the
Governor's budget proposal.

In subsection (a)(2) of this section, the reference to
"separate items" is substituted for the former
references to "separate budget or budgets", to avoid
using the word "budget" in reference to the whole
proposal and its parts.

In subsection (e)(2) of this section, the introductory
cross-reference "[i]n accordance with § 2-103.1 of

this subtitle" is added to reflect that Ch. ___, Acts

of 1985, consolidated all of the substantive
requirements as to the State Report on Transportation,
including former subsections (e)(2) and (e-1) of this
section. See revisor's note to § 1-101 of this
article.
