(a) A Class A beer, wine and liquor license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located, and shall authorize the holder to
keep for sale and to sell all alcoholic beverages at retail, in
any quantity, at the place therein described, and to deliver the
same in a sealed package or container which package or container
may not be opened nor its contents consumed on the premises where
sold. The annual fee for this license is $500, except as
otherwise provided in this section, and in all cases the fee
shall be payable to the clerk before any such license is issued,
for distribution as hereinafter provided.

(c) In Allegany County the annual license fee is [$500]
$600, and the package or container may not be opened nor its
contents consumed on any premises in which the licensee has any
direct or indirect interest.

20.

(a)  A Class C beer, wine and liquor license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located, and shall authorize the holder
thereof to keep for sale and sell all alcoholic beverages at
retail at any club, at the place therein described, for
consumption on the premises only; except in Kent and Queen Anne's
counties where beer may be sold for consumption off the premises.
The annual fee for such a license shall be two hundred and fifty
dollars ($250.00), and shall be payable to such clerk, before any
such license is issued, for distribution as hereinafter provided.

(b)   In Allegany County such beverages may be sold for
consumption on the premises or elsewhere, and the annual fee for
such a license [shall be three hundred dollars ($300.00)] IS
$450.

21.

(a)  A Class D beer, wine and liquor license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located. It shall authorize the holder
thereof to keep for sale and sell all alcoholic beverages at
retail at the place therein described, for consumption on the
premises or elsewhere. No license shall be issued for any
drugstore. The annual fee for the license shall be $500, except
as hereinafter provided, and shall be payable to the clerk before
any license is issued, for distribution as hereinafter provided.

(b)   In Allegany County the annual fee for such a license
[shall be $500.00] IS $650.

25.

(a) The clerk of the court for the county or the city, upon
approval of the board of license commissioners for said county or
city, if any, and if there be no such board, upon approval of the
