13-503.

(a) If the transferee of a vehicle is a licensed dealer who
holds the vehicle for sale, the transferee need not obtain a new
registration of the vehicle if he:

(1)  Lawfully drives it under a dealer's registration
plate; or

(2)  Does not drive the vehicle or permit it to be
driven [the vehicle] on the highways.

13-616.

(a) (1) The owner of any vehicle described in paragraph (2)
of this subsection may apply to the Administration for the
assignment to that vehicle of a special, disabled person's
registration number, if the applicant, a dependent of the
applicant, or any individual who depends on the applicant for
transportation:

(iv) Has a permanent impairment of both eyes so
that:

[(A)] 1. The central visual acuity is
20/200 or less in the better eye, with corrective glasses; or

[(B)] 2. There is a field defect in which
the peripheral field has contracted to such an extent that the
widest diameter of visual field subtends an angular distance no
greater than 20 degrees in the better eye; or

13-616.1.

(f) When displayed by the person to whom it is issued, the
placard shall be placed inside the vehicle in a position that it
can be viewed from the outside through the lower right-hand
portion of the windshield. When displayed, this person is
accorded the privileges contained in [§ 13-616(e)] § 13-616(F) of
this subtitle.

13-810.

(a) On issuance in this State of an original or subsequent
certificate of title for a vehicle, the vehicle is exempt from
the excise tax imposed by this part, if it is:

(12) A vehicle owned by a foreign consular officer
who is a national of the foreign country appointing him and who
is not engaged in any business, trade, or profession in the
United States, if a treaty between the United States and that
foreign [country,] COUNTRY grants reciprocal exemption from these
taxes;
