hours unless the order is reviewed by a comprehensive evaluation
team, as defined in [subsection] § 7-104(b) of this title.

(c) Each individual in a facility shall:

(2) Receive treatment in accordance with the
individualized treatment plan provided for in § [10-707] 10-706
of this subtitle;

(f) (1) Any [hospital or] facility       aggrieved by a

reimbursement decision of the board under  this section may not

appeal to the Board of Review but may take     a direct judicial
appeal.

(b) The Commission may set an application fee for a
certificate of need for facilities not assessed a user fee under
[§ 19-121] § 19-122 OF THIS SUBTITLE.

Article - Health Occupations

7-302.

(a) Except as otherwise provided in this title, to qualify
for a license or certification, an applicant shall be an
individual who meets the [requirement] REQUIREMENTS of this
section.

7-314.

(a) Except as otherwise provided in the Administrative
Procedure Act, before the Board takes any action under [§§ 7-313,
7-404, or 7-605] § 7-313 OR § 7-404 of this title, it shall give
the person against whom the action is contemplated an opportunity
for a hearing before the Board.

7-315.

(a)  Except as provided in this section for an action, under
[§§ 7-313 or 7-605] § 7-313 of this [title] SUBTITLE, any person
aggrieved by a final decision of the Board in a contested case,
as defined in the Administrative Procedure Act, may:

(1)  Appeal that decision to the Board of Review; and

(2)  Then take any further appeal allowed by the
Administrative Procedure Act.

(b)  (1) Any person aggrieved by a final decision of the
Board under § 7-313 [or § 7-605] of this title may not appeal to
