(b)  The periodic percentage rate, as varied, may be made
applicable to all outstanding unpaid indebtedness on or after the
effective date of the variation, including any indebtedness
arising out of purchases made or loans obtained prior to the
variation.

(c)  The periodic percentage rate, as varied, may not exceed
the maximum rate permitted pursuant to [subsection] §
12-903(a)(l) OF THIS SUBTITLE.

12-905.

(e) For purposes of this [subsection] SECTION,      the

additional charges listed in subsections (a) and (b) of     this

section are not interest or finance charges with respect   to a
plan.

12-914.

(c) Notwithstanding any other provisions of this title, a
plan under this subtitle is subject only to the disclosure
requirements of this subtitle and, to the extent applicable, of
the federal [Truth in Lending] TRUTH-IN-LENDING Act and
regulations promulgated thereunder.

12-1001.

[As used in this subtitle:]

(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

[(a)] (B) (1) "Credit grantor" means any individual,
corporation, business trust, estate, trust, partnership,
association, two or more persons having a joint or common
interest, or any other legal or commercial entity making- a loan
or other extension of credit under this subtitle which is
incorporated, chartered, or licensed pursuant to State or federal
law, the lending operations of which are subject to supervision,
examination, and regulation by a State or federal agency or which
is licensed under Title 12, Subtitle 4 of the Financial
Institutions Article or is a retailer.

(2) "Credit grantor" includes any bank, trust
company, or savings bank having its principal place of business
in this State and incorporated under the laws of this State or
any depository institution having its principal place of business
in this State and organized under the authority of the United
States.

[(b)] (C) "Borrower" means a corporation, partnership,
association, government, or governmental subdivision or agency,
trust, individual, or other entity receiving a loan or other
extension of credit under this subtitle.
