under the provisions of § 180 of [Article 56 of this Code] THIS
ARTICLE or by a registered master plumber. The provisions of this
section shall prevail, notwithstanding any other provisions of
law.

The provisions of this subtitle shall not apply to
Montgomery and Prince George's counties except as hereinafter
provided.
(b) Any person holding a valid master plumber's license or
a journeyman plumber's license issued by the Washington Suburban
Sanitary Commission is entitled to be issued a master plumber's
certificate or a journeyman plumber's certificate, as applicable,
by the State Board of Commissioners of Practical Plumbing of the
State of Maryland without examination, upon the presentation of a
valid master plumber's license or a journeyman plumber's license,
as applicable, issued by the Washington Suburban Sanitary
Commission and a notarized statement of good standing issued by
the Commission. Further, any plumber residing in Prince George's
or Montgomery [counties] COUNTY holding a valid master plumber's
certificate or a journeyman plumber's certificate issued by the
State Board of Commissioners of Practical Plumbing is entitled to
be issued a master plumber's license or a journeyman plumber's
license, as applicable, by the Washington Suburban Sanitary
Commission, without examination, upon presentation of a valid
master plumber's certificate or a journeyman plumber's
certificate, as applicable, issued by the State Board of
Commissioners of Practical Plumbing.

(g) For the purpose of enforcing the provisions of this
subtitle, the Board:
(1) May conduct investigations and hold hearings
concerning any matter covered by this subtitle at any time or
place within the State of Maryland;
(2) In the conduct of any investigation or hearing,
may require by subpoena or summons the attendance and testimony
of witnesses and the production of any books, accounts, records,
papers and correspondence relating to any matter which the Board
is authorized by this subtitle to determine;
(3) May sign subpoenas, administer oaths and
affirmations, examine witnesses and receive evidence. Subpoenas
shall be signed by any three members of the [Board.] BOARD; AND
(4) In case of disobedience of any subpoena or the
contumacy of any witness appearing before the Board, the Board
may apply to the circuit court of any of the counties for an
order. Such court may thereupon issue an order requiring the
person subpoenaed to obey the subpoena or to give evidence or
