amounts previously disbursed to the county under this section;
and

206B.

(c) The appointment or removal of personnel by an
administration, board, commission, division, or other agency
within the jurisdiction of the Department of Employment and
Training shall be subject to the approval of the Secretary;
however, the Secretary is authorized to delegate this power of
approval to the heads of governing bodies of the
[administration,] ADMINISTRATIONS, boards, commissions,
divisions, or other agencies within the jurisdiction of the
Department of Employment and Training.

207D.

(a) The duties of the Council shall be to:

(3) Formulate and adopt standards of apprenticeship
which safeguard the welfare of apprentices, being guided, but not
[controlled] CONTROLLED, by the standards of apprenticeship
recommended by the federal committee on apprenticeship and
provide guidance and counsel on the establishment of other forms
of on-the-job training;

(f) The resolution adopted pursuant to this section is
administrative in nature, is not subject to procedures required
for legislative acts, and is not subject to referendum. It is
the declared legislative intent that this subtitle is
self-executing and fully authorizes and enables any county,
municipality, authority, or the Maryland Industrial Development
Financing Authority, to issue and sell bonds as its limited
obligations and not upon its faith and credit at any time and
from time to time for the purpose of financing any costs of the
acquisition of 1 or more facilities, and notwithstanding any
other statutory or charter provision, no further charter
amendment, enabling legislation, ordinance, [bill] BILL, or other
similar action need be taken by the legislative body of any
county or municipality, by the board of directors of any
authority, or by the Maryland Industrial Development Financing
Authority to implement the authority hereby conferred, other than
the adoption of such administrative resolution.

266DD-4.

The Administration shall have the following functions and
responsibilities:

(6) In accordance with the provisions of § 266DD-6,
implement community development projects by (a) acquiring by
grant, gift, purchase, or otherwise, subject to the provisions of
subsection [7] (7) hereof, real property which is open,
