(b)  (1) "Urban renewal authority" means a unit of
government that is engaged in urban renewal activity.

(2) "Urban renewal authority" includes:

(i) This State;

(ii) Montgomery County;

(iii) Prince George's County; and

(iv) Any unit of government in Montgomery or
Prince George's [counties.] COUNTY.

(c)   "Urban renewal project" means an urban renewal project
or project under Title 1 of the Housing Act of 1949 (42 U.S.C. §
1450 et seq.) in Prince George's and Montgomery counties.

Article 30 - Deaf, Mute or Blind

General supervision and control of all such training and
employment centers shall be vested in a board of eleven trustees,
all of whom shall be appointed by the Governor, by and with the
advice and consent of the Senate. When the trustees are
appointed to terms effective July 1, 1977, four shall be
appointed for three years, four shall be appointed for two years,
and three shall be appointed for one year. Any trustee appointed
to the board [thereafter,] THEREAFTER shall be appointed for a
term of three years. If a vacancy occurs on the board, it shall
be filled for the unexpired term by an appointment by the
Governor with the advice and consent of the Senate. Trustees
shall receive per diem compensation for each board or committee
meeting attended in the amount as provided in the State budget
and shall be reimbursed for expenses incurred while actually
engaged in the performance of their duties in accordance with
standard STATE travel regulations.

(d) The provisions of subsection (b) OF THIS SECTION do not
apply to the sale, or the offer to sell, of merchandise or
products known as "blinds," nor to persons whose given individual
names are "Blind."

(d) (2) A blind or visually handicapped pedestrian using a
guide dog and not carrying a cane predominantly white or metallic
in color (with or without a red tip); or a deaf or hearing
impaired pedestrian using a guide dog not wearing an orange
license tag or orange collar and on a leash; or a blind or
visually handicapped pedestrian or a deaf or hearing impaired
