canvassers shall maintain the safety of the ballots until
the canvass is completed; providing that certain action be
taken if the intent of the voter is not clearly
demonstrated; providing that certain action be taken if a
ballot is intentionally marked in a certain manner;
providing for a certain time which the board shall preserve
certain papers and ballots; providing that the board shall
place certain ballots in a secure place to which the public
has no access; making certain stylistic changes; generally
relating to procedures for absentee ballots and emergency
absentee ballots; and making this Act an emergency measure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

27-2.

(a-1) (1) After the Tuesday preceding an election and on
the day of the election prior to the time the polls close, any
person registered and otherwise qualified to vote may apply AT
THE ELECTION OFFICE THE OFFICE OF THE BOARD OF SUPERVISORS OF
ELECTIONS for an emergency absentee ballot if [he is notified
after the time for making application for an absentee ballot
that, as a condition of his employment, he is required to be
absent from the county or Baltimore City where he is registered
to vote on the day of an election, if he is a person described in
§ 27-1 (a), or if he is unable to be physically present at the
polls as a result of illness or accident occurring after the time
of making application for an absentee ballot, or if he is unable
to be present because of a death or serious illness in his
immediate family occurring after the time for making
application.] THE PERSON:

(I)  IS WITHIN THE PROVISIONS OF § 27-l(A) OF
THIS ARTICLE;

(II)  IS UNABLE TO BE PRESENT AT THE POLLS AS A
RESULT OF ILLNESS OR ACCIDENT OCCURRING AFTER THE TIME FOR MAKING
APPLICATION FOR AN ABSENTEE BALLOT;

(III)  IS UNABLE TO BE PRESENT AT THE POLLS
BECAUSE OF A DEATH OR SERIOUS ILLNESS IN THE PERSON'S IMMEDIATE
FAMILY, ABOUT WHICH THE PERSON BECOMES AWARE AFTER THE TIME FOR
MAKING APPLICATION FOR AN ABSENTEE BALLOT; OR
