SHALL GRANT A WASHINGTON COUNTY MASTER PLUMBING CERTIFICATE TO
ANY PERSON WHO PASSES THE STATE MASTER PLUMBING EXAMINATION AND A
WASHINGTON COUNTY JOURNEYMAN PLUMBING CERTIFICATE TO ANY PERSON
WHO PASSES THE STATE JOURNEYMAN PLUMBING EXAMINATION. THE BOARD
MAY NOT ISSUE A CERTIFICATE TO ANY PERSON WHO HAS NOT PASSED THE
APPROPRIATE EXAMINATION. The board, subject to the approval of
the County Commissioners of Washington County, may make rules and
regulations for [the issuance of certificates or permits, the
examinations of applicants therefor, the entrance into plumbing
work,] the plumbing trade or business in Washington County [and
the conduct thereof], as [are] IS necessary for the protection of
the public health, welfare, and safety, and may exercise in
Washington County the same authority and power conferred upon the
State Board of Commissioners of Practical Plumbing by this
subtitle, except as to the provisions of § 444 of this article.
Any person who holds a certificate [or permit heretofore] issued
by the State Board of Commissioners of Practical Plumbing [or any
person who has been actively engaged in the plumbing business for
the past five (5) years as of June 1, 1963, and who is engaged in
the plumbing business in Washington County at the time of making
application,] shall be eligible to apply to the Washington County
plumbing board [for examination] for a master plumber's
certificate. The applicant shall state where he desires to engage
in the plumbing business, and any such person who can meet the
requirements of the Maryland State Board of Commissioners of
Practical Plumbing, may exercise all the rights and privileges
which a holder of such certificate or permit has under the
provisions of this subtitle. [The Washington County plumbing
board in its discretion based upon the training and experience of
any applicant in excess of the minimum requirements as set forth
hereinabove, may accept such training and experience in lieu of
the required examination.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

Cecil County - Orphans' Court - Salary
FOR the purpose of altering the annual compensation received by
each judge of the Orphans' Court for Cecil County; and
providing that this Act does not apply to incumbents.
