SECTION 4. AND BE IT FURTHER ENACTED, That the provisions
of this Act shall apply instead of any other law to the extent
that other laws are inconsistent with this Act.
SECTION 5. AND BE IT FURTHER ENACTED, That if any provision
of this Act, including Section 4 of this Act, or the application
thereof to any person or circumstance is held invalid for any
reason in a court of competent jurisdiction, the invalidity does
not affect other provisions or any other application of this Act
which can be given effect without the invalid provision or
application, and for this purpose the provisions of this Act are
declared severable.
SECTION 6. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1984, except that Section 2 of this Act shall
take effect July 1, 1985.

AN ACT concerning
Vehicle Laws - Testing of Trucks
FOR the purpose of repealing certain provisions of law that
prohibit, unless the person has a certain written permit
from the State Highway Administration, a person from using
any State highway to test certain trucks; and generally
relating to repealing certain provisions of law that
prohibit a person from using any State highway to test
certain trucks providing that a person must have a certain
permit in order to test certain trucks on State highways;
providing for an exception to the permit requirement; and
generally relating to the testing of trucks on State
highways.
