LAWS OF MARYLAND

Ch. 144

Public Institutions of Higher Education -
Management and Fiscal Matters

FOR the purpose of providing that certain appropriations for
Morgan State University, St. Mary's College, and the Board
of Trustees of State Universities and Colleges and the
institutions under its jurisdiction shall revert to the
general treasury of the State at the end of each fiscal
year and certain appropriations for those institutions shall
not revert and shall be available for expenditure in
subsequent fiscal years under certain conditions; providing
that certain boards need not submit budget amendments to
transfer certain funds up to a certain amount and under
certain conditions; requiring certain boards to submit to
certain departments for certain purposes annual summaries of
certain transfers; declaring that it is the public policy of
the State that gifts, donations, and certain other revenues
received by public institutions of higher education shall be
used for certain purposes and not as a substitute for State
general fund appropriations; providing that the governing
boards of the public institutions of higher education may
transfer personnel positions between programs under such
boards' jurisdiction, under certain conditions; providing
that the appropriation for each campus or other major
component of the University of Maryland shall be included in
the annual budget bill as a single program; providing that
interest or income from investment of special fund
appropriations of certain colleges and universities shall be
credited to each institution; providing that nothing in this
Act shall be deemed to waive the sovereign immunity of the
State; providing that provisions of this Act apply instead
of certain other laws; providing that the provisions of this
Act are severable; generally relating to the management of
public institutions of higher education; and providing for
an abnormal effective date.
