(2)  (i) The funds provided by subsection (e)(1) do
not require a local contribution. The funds provided by
subsection (e)(1) shall be provided to each subdivision if that
subdivision appropriates local funds to the school budget in an
amount no less than the product of the full-time equivalent
enrollment used in calculating fiscal year 1984 current expense
aid times the fiscal year 1983 local contribution on a per pupil
basis.

(ii) For the purposes of this paragraph, fiscal
year 1983 per pupil local contribution is derived by division of
the subdivision's aggregate fiscal year 1983 local contribution
to its school budget by the full-time equivalent enrollment used
to calculate fiscal year 1983 current expense aid for the
subdivision.

(iii) The State Superintendent of Schools shall
establish procedures to assure maintenance of effort by the
county on a per pupil basis as described in this paragraph.

(3)  The county superintendent for any county
qualifying for funds under subsection (e)(1) shall submit plans
for the use of the funds to the State Superintendent and receive
the funds only after compliance with requirements of the State
Board of Education and approval by the State Superintendent of
Schools.]

(1) EACH COUNTY BOARD AND THE MAYOR AND CITY COUNCIL
OF BALTIMORE CITY SHALL RECEIVE FROM THE STATE, IN THE MANNER AND
SUBJECT TO THE LIMITATIONS UNDER THIS SECTION, AN AMOUNT FOR EACH
SCHOOL YEAR TO BE KNOWN AS THE "COMPENSATORY EDUCATION FUNDS",
WHICH SHALL BE CALCULATED AS INDICATED IN THIS SUBSECTION.

(2)(I) IN FISCAL YEAR 1985 AND FOR EACH FISCAL YEAR
THEREAFTER, THE PROGRAM LEVEL IS THE PRODUCT OF 25 PERCENT OF THE
PER PUPIL BASIC CURRENT EXPENSE FIGURE FOR THE CURRENT FISCAL
YEAR AND THE CHAPTER 1 ELIGIBLE COUNT FOR THE PRIOR FISCAL YEAR
AS DETERMINED BY THE U.S. DEPARTMENT OF EDUCATION ROUNDED TO THE
NEAREST DOLLAR.

(II) THE AMOUNT TO BE PROVIDED TO EACH COUNTY
UNDER THIS PROGRAM IS DETERMINED AS FOLLOWS:

1. THE CHAPTER 1 ELIGIBLE COUNT FOR THE
PRIOR FISCAL YEAR FOR EACH COUNTY AS DETERMINED BY THE U.S.
DEPARTMENT OF EDUCATION IS MULTIPLIED BY THE EQUIVALENT OF 25
PERCENT OF THE PER PUPIL BASIC CURRENT EXPENSE FIGURE FOR THE
CURRENT FISCAL YEAR.
