(iv) The resulting quotient, rounded to 7
decimal places, and expressed as a percent with 5 decimal places,
is the local contribution rate.
(5) The State share of basic current expenses for
each county is the difference between the county share calculated
under paragraph (3) of this subsection and the basic current
expense to be shared, as indicated in paragraph (2) of this
subsection.
(6) For each student who attends the Lida Lee Tall
Learning Resource Center the Department shall pay the Lida Lee
Tall Learning Resource Center the State share of basic current
expenses that otherwise would be paid to that student's county
board or the Mayor and City Council of Baltimore, if the student
were enrolled in regular public school.
[(7) In fiscal year 1983, in addition to the current
expense aid received under this subsection, Baltimore County
shall receive $79,518 and Worcester County shall receive
$57,668.]
(c) (1) [An] THROUGH FISCAL YEAR 1985 ONLY, AN amount
equivalent to $100 per student enrolled on September 30 of the
school year for which the calculation is made shall be added to
the State share of basic current expenses for a county that has a
population density of over 8,000 per square mile as determined by
the Department of Health and Mental Hygiene.
(2) [An additional amount equivalent to $45 shall be
added to the State share of basic current expenses of a county
for each student in that county who is eligible for funds under
Title I of the Elementary and Secondary Education Act of 1965, as
amended from time to time.
(3)] Two thirds of the funds provided for in
subsection (c)(1) of this section [and all of the funds provided
for in subsection (c)(2) of this section] shall be used to
provide compensatory programs for students with special
educational needs that have resulted from educationally or
economically disadvantaged environments.
[(4) The county superintendent for any county
qualifying for funds for compensatory programs under this section
shall secure the approval of the State Superintendent for plans
that outline the use of these compensatory funds and shall meet
any other requirements established by the State Board of
Education for use of these funds.)
(d) (1) (i) Effective July 1, 1980, except as otherwise
provided in this subsection, "eligible position" means a position
that is held by an employee of a county board or local school
system who is a member and who is eligible to be a member of the
Teachers' Retirement System or the Teachers' Pension System and:
