Dear Secretary Massinga:

In accordance with Article 41, Section 15CB, I hereby
approve the proposal dated September 30, 1983 changing the
organization of the Office of Community Services of the
Department of Human Resources to create the Community Services
Administration. This approval is solely for the structural
framework of the organization and does not represent approval of
any specific budget or personnel actions. Any related budget or
personnel actions are to proceed through the regular Department
of Personnel and Department of Budget and Fiscal Planning
processes.

The approval of the reorganization shall be deemed effective
as of October 1, 1983.

GOVERNOR'S COMMISSION TO REVISE THE MENTAL RETARDATION
AND DEVELOPMENTAL DISABILITIES LAW

PREAMBLE

WHEREAS, The State is committed to assisting the developmentally
disabled citizens of Maryland in leading the fullest lives
possible in the least restrictive environment that is
available and appropriate;

WHEREAS, Maryland has made considerable progress in enhancing and
expanding services to the developmentally disabled, in
particular the mentally retarded, citizens of the State;
