medical community and others within the
community interested in the goals and
objectives of the Committee

[1)] N) At least fourteen members of the
Committee must be disabled individuals.

4.    All members will be appointed by the Governor
for terms of three years with such terms
staggered so that one-third of the Committee
will be appointed each year.

5.    The Governor shall appoint the Chairman for a
three-year term.

6.    Ex-officio Members - The Chairpersons of the
County Committees on Employment of the
Handicapped shall be entitled to ex-officio
membership on the Committee. The Executive
Director of the Committee shall hold ex-officio
membership on the Committee.

7.    Conditions of Membership - All members are
subject to Article 41, Section 4 of the Maryland
Annotated Code.

8.    The purpose and objectives of this Committee
shall be:

a)    To promote meaningful employment
opportunities for qualified mentally,
physically and emotionally disabled
persons as defined by the Rehabilitation
Act of 1973 as amended;

b)    To promote a climate of public awareness
and understanding of both the barriers to
employment faced by disabled persons and
the laws insuring equal opportunity to
this employment; and

c)    To promote a better understanding among
handicapped persons of opportunities
available for habilitation and
rehabilitation in order that more and more
will have marketable job skills.

9.    The functions of the Committee shall be to:

a) Plan and carry out year-round education
programs designed to promote a climate of
public awareness and understanding of the
