(b) For each volunteer fire company or rescue squad
receiving trust funds under § 46A the Department of Budget and
Fiscal Planning shall require [financial statements for the
fiscal year or fiscal years in which the funds were received AS
WELL AS [ and shall forward these financial statements to the
Legislative Auditor.] DOCUMENTATION OF ACTUAL EXPENDITURES, TO BE
SUBMITTED WITHIN 90 DAYS OF THE RECEIPT OF THE EQUIPMENT OR
BENEFICIAL OCCUPANCY , AND SHALL FORWARD THE FINANCIAL
STATEMENTS AND THE DOCUMENTATION TO THE LEGISLATIVE AUDITOR. The
Legislative Auditor shall review [these financial statements]
AND THE DOCUMENTATION to determine if the trust funds were
expended according to the provisions of the request for financial
assistance as approved by the Board of Public Works and shall
report his findings to the Department of Budget and Fiscal
Planning AND TO THE JOINT BUDGET AND AUDIT COMMITTEE OF THE
GENERAL ASSEMBLY.
SECTION 2. AND BE IT FURTHER ENACTED, That, for Fiscal Year
1985, up to $75,000 of the amount appropriated to the Maryland
State Firemen's Association may be used for the purposes
contained in Article 38A, Section 46B of the Code.
SECTION 3. AND BE IT FURTHER ENACTED, That, the Department
of Budget and Fiscal Planning shall report to the Governor and
the General Assembly on or before December 30, 1986 on the
administration of the Emergency Assistance Trust Fund.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1984.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1271.
This bill provides that when weight and measurement
enforcement and administration in Baltimore City is transferred
to the State Department of Agriculture effective July 1, 1984 all
full-time permanent employees will be included in the State merit
system.
